I think that any undead protectors of places where people live would either look like statues or not look undead period to keep a sense of aesthetic.

Anyway, there happen to be ten regions in the province. If there are ten regions, you can have one legion per region.

A note on potion foods and food effects. I think any foods should have small but long lastng effects. This would be like real food. I always thought that having an immediate short boost was a bit odd.

One more thing needs to be done. The stem needs to be extended some at the bottom. All plants need longer stems after any branching pieces to aid in placement.
