There's quest ideas for Sanguine, Sheogorath, Malacath, Meridia, Clavicus Vile, Molag Bal and Hircine in this forum. They'll probably require at least some modification, but I hope the basic ideas are useful.

Someone (I believe it was Helena) wanted Anvil to be the HQ of the EEC. Personally I was never a great fan of that idea. There could be a small/medium depot as it's probably easier for ships from Skyrim and northern Morrowind to sail to Anvil than to Leyawiin/Imperial City.
